Valinoti : <br /> This is in response to your letter dated October 10, 1991, and <br /> the letter from the California Regional Water Quality Control <br /> Board (Board ) , dated September 25, 1991 , and addressed to the <br /> San Joaquin County Environmental Health Division. <br /> The letter from the Board rejected the initial proposal for the <br /> destruction of the Lincoln Village wells made by the Lincoln <br /> Village Maintenance District (District) , and set out specific <br /> requirements for the method and extent of well destruction. Due <br /> to the technical nature of these requirements , the District has <br /> requested the assistance of the San Joaquin County Department of <br /> Public Works (County) in completing this project. <br /> The District plans to proceed with the destruction of the wells <br /> as required by the Board. Destruction will be accomplished by <br /> perforating the casings and then pressure grouting the <br /> formations. This method will assure the integrity of the <br /> existing barrier formations present and will prevent migration of <br /> the pollutants to unpolluted regions . <br /> The District will be assisted by the County and by Brown and <br /> Caldwell Consultants , who will provide the expertise for the <br /> review of the well logs and the preparation of the technical <br /> specifications relating to the destruction of the wells by <br /> pressure grouting. Following is the District 's proposed Work <br /> Plan to accomplish the destruction of the wells , which will be <br /> performed under public contract. <br />
