<br /> Safeway currently operates a gasoline service station at this location. A Chevron Station
<br /> is located at the southwestem comer of Benjamin Holt Drive and Pacific Avenue.
<br /> A Mobil Station was formerly located approximately 300 feet northeast of the
<br /> northeastern corner of Benjamin Holt Drive, midway between Pacific Avenue and
<br /> Gettysburg Place. This location is currently used for parking. Analyses have shown the
<br /> presence of total petroleum hydrocarbons as gasoline in soil, soil vapor, and
<br /> groundwater at Lincoln Center in each of these areas.
<br /> 2.2 Previous Investigations
<br /> To address soil, soil-vapor, and groundwater impacts at the Site, on behalf of the
<br /> Settling Dry Cleaning Defendants, LFR prepared and submitted the "Work Plan for
<br /> Environmental Investigation, Lincoln Center, Stockton, California" ("RI/FS Work
<br /> Plan"), originally dated September 23, 1996 and revised November 30, 1998 (LFR
<br /> 1998c) to the California Regional Water Quality Control Board, Central Valley Region
<br /> (RWQCB), LPL, and other parties. The RI/FS Work Plan describes the scope and
<br /> schedule for the following activities that have been conducted at the Site:
<br /> • Remedial Investigation (RI)
<br /> • Health Risk Assessment (HRA)
<br /> • IRAs
<br /> • Feasibility Study (FS; only Draft FS has been submitted to date)
<br /> To date, the RI has been completed, the HRA has been completed, and three IRAs have
<br /> been implemented. LFR documented the findings of the RI in the report entitled
<br /> "Remedial Investigation Report," dated December 10, 1999 (LFR 1999b). The
<br /> GWETS is described in the "Phase I Interim Remedial Action Detailed Plan, Lincoln
<br /> Center, Stockton, California," dated February 27, 1998 (LFR 1998a). The SVETS is
<br /> described in the "Phase II Interim Remedial Action Detailed Plan, Lincoln Center,
<br /> Stockton, California," dated May 14, 1999 (LFR 1999a). The Phase III IRA is
<br /> described in the "Proposed Phase III Interim Remedial Action Detailed Plan, Lincoln
<br /> Center, Stockton, California," dated April 2, 2001 (LFR 2001b). The HRA, dated
<br /> March 23, 2001 (LFR 2001a), evaluates potential human health risks related to the
<br /> property at Lincoln Center. The Phase IV IRA is described in the report entitled
<br /> "Detailed Phase IV Interim Remedial Action Detailed Plan, Lincoln Center, Stockton,
<br /> California," dated July 3, 2006, and the "Supplement to the Phase IV IRA," dated
<br /> November 8, 2006 (collectively referred to as the "Phase IV IRA Plans").
<br /> A Draft FS was submitted to the RWQCB on August 5, 2002 (LFR 2002). The Draft
<br /> FS will be finalized and submitted after the selection of a final remedy, which will
<br /> include at least the presently implemented Phase I through IV IRAs and this proposed
<br /> Phase V IRA.
