LFR Inc. <br /> 1.0 INTRODUCTION <br /> This Phase V Interim Remedial Action (IRA) Detailed Plan ("the Phase V IRA Detailed <br /> Plan") has been prepared by LFR Inc. (LFR) on behalf of the Lincoln Center <br /> Environmental Remediation Trust ("the Trust") for the remediation of affected <br /> groundwater in the vicinity of the Bank of Stockton and hydraulically downgradient <br /> from Lincoln Center, located in Stockton, California ("the Site"; Figure 1). The <br /> Phase V IRA Detailed Plan has been prepared pursuant to the "Amended First Final <br /> Consent Decree Order, Judgment and Reference to Special Master," filed with the <br /> Court on June 4, 1999 ("the Amended First Final Consent Decree"), and in accordance <br /> with existing regulations, such as the National Contingency Plan and the <br /> Comprehensive Environmental Response, Compensation, and Liability Act of 1980. <br /> In this Phase V IRA Detailed Plan, the "Site" (as defined by Section III.O of the <br /> Amended First Final Consent Decree) is defined as "Lincoln Center, located in an <br /> unincorporated area of San Joaquin County near the City of Stockton, California, and <br /> the surrounding area where Hazardous Substances have been released, have come to be <br /> located, or threaten to be released from the Settling Dry Cleaning Defendants' facilities <br /> at Lincoln Center" (Figure 2). Tetrachloroethylene (PCE), trichloroethylene (TCE), <br /> cis-1,2-dichloroethene (cis-1,2-DCE), and vinyl chloride are the main constituents <br /> detected in groundwater downgradient from the Site. PCE, TCE, cis-1,2-DCE, and <br /> vinyl chloride are referred to as "Hazardous Substances" in this report. <br /> 1.1 Previous and Ongoing IRAs <br /> Proactive IRAs have been implemented at the Site to reduce the concentrations of <br /> Hazardous Substances found in vadose-zone soils and groundwater beneath the Site. <br /> Three phases of IRAs are currently being implemented: <br /> • Phase I implemented in 1998: Operation of the A-zone groundwater extraction <br /> system (GWES) along the downgradient boundary of Lincoln Center (along Pacific <br /> Avenue), comprising 17 groundwater extraction wells (wells GWE-1 through <br /> GWE-17). In addition, the implementation of the Phase I IRA included the <br /> installation of a groundwater treatment system (GWTS) to treat extracted <br /> groundwater. Together, the GWES and GWTS are referred to as the groundwater <br /> extraction and treatment system (GWETS). <br /> • Phase II implemented in 1999: Operation of the soil-vapor extraction (SVE) and <br /> treatment system (SVETS) at Lincoln Center. This system comprises 35 SVE wells <br /> located at Lincoln Center (SVE-1 through SVE-35). <br /> • Phase III implemented in 2002: Operation of the expanded GWETS including <br /> additional B-zone groundwater extraction wells, installed along the downgradient <br /> boundary of Lincoln Center, and an additional A- and B-zone groundwater <br /> wp-PhV_IRA-Sep07-Final-06750.dm:1fr page t <br />
