Geosyntec° <br /> consultants <br /> 1. INTRODUCTION <br /> On behalf of Lincoln Center Environmental Trust (LCET or the Trust), Geosyntec <br /> Consultants (Geosyntec) has prepared this System Decommissioning and Well <br /> Destruction Work Plan (Work Plan) for the Lincoln Center (the Site) in Stockton, <br /> California. The Site is shown on Figure 1. This Work Plan is submitted in response to <br /> State of California Environmental Protection Agency Central Valley Regional Water <br /> Quality Board (CVRWQB) issue of No Further Action (NFA) Required Concurrence <br /> for on-Site soil notice that is forthcoming. The objective of this Work Plan is to present <br /> the rational and methodology's for decommissioning the soil vapor extraction (SVE) <br /> and air sparge (AS) systems at the Site. <br /> 1.1 Regulatory Framework <br /> The Work Plan has been prepared consistent with the Site Response Plan as defined in <br /> the "Lincoln Center Environmental Remediation Trust Pollution Legal Liability Select <br /> Policy" dated August 1, 1998 and the "Amended First Final Order, Final Judgment and <br /> Order Terminating Permanent Injunction" (Amended First Final Consent Decree) and <br /> supporting Declaration filed with the United States District Court, Eastern District of <br /> California on 15 May 2001. By definition, the Site Response Plan is a collective group <br /> of work plans and remedial action plans which describe the investigation and the <br /> cleanup activities to be undertaken at the Site. Most recently, the Site Response Plan <br /> has been updated with the preparation of the Long-Term Remediation Strategy which <br /> was presented to and accepted by the CVRWQCB in a meeting on April 16, 2012. The <br /> closure of the on-Site soil source area is a task included in the Long-Term Remediation <br /> Strategy. <br /> In addition, the San Joaquin County Environmental Health Department (SJCEHD) <br /> regulates the destruction of wells installed in San Joaquin County. The methods <br /> described herein to destroy the wells associated with the SVE and air sparge system are <br /> in accordance with San Joaquin County Ordinance Code Section 9-1115.6 Standards <br /> for Well Construction and Destruction in San Joaquin County dated February 2005. <br /> 1.2 Report Organization <br /> This Report is organized as follows: <br /> • Section 1 "Introduction"presents the Site regulatory framework and document <br /> organization. <br /> System Decommissioning and Well Destruction Work Plan I 07/18/2014 <br />
