Geosynte& <br /> consultants <br /> 1. INTRODUCTION <br /> Gcosyntec Consultants, Inc. (Geosyntec) has prepared this Pre-Design Site <br /> Investigation Work Plan (Work Plan) on behalf of the Lincoln Center Environmental <br /> Remediation Trust (LCERT) for additional soil and groundwater data collection in the <br /> area at and downgradient of the Lincoln Center in Stockton, California (Lincoln Center <br /> or site). This Work Plan is the next step in proceeding with the Site Response Plan as <br /> defined in the Lincoln Center Environmental Remediation Trust Pollution Legal <br /> Liability Select Policy dated August 1, 1998 and the Amended First Final Order, Final <br /> Judgment and Order Terminating Permanent Injunction (Consent Decree) and <br /> supporting Declaration dated May 15, 2001. The Work Plan has been prepared in <br /> accordance with the National Oil and Hazardous Substances Pollution Contingency <br /> Plan (NCP) and the Comprehensive Environmental Response, Compensation, and <br /> Liability Act of 1980 (CERCLA). By definition, the Site Response Plan is a collective <br /> group of work plans and remedial action plans which describe the investigation and the <br /> cleanup activities to be undertaken at the site. Most recently, the Site Response Plan <br /> has been updated with the preparation of the Long-Term Remediation Strategy which <br /> was presented to and accepted by the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB) in a meeting on 16 April, 2012. This Work Plan is a task included <br /> in the Long-Term Remediation Strategy. <br /> 1.1 WORK PLAN OBJECTIVE <br /> The objective of this Work Plan is to present the scope of work necessary to meet the <br /> data objectives presented herein. In general the three data objectives are: 1) lateral and <br /> vertical evaluation of the groundwater impacts and to improve the understanding of the <br /> site's hydrogeology; 2) assess the performance of the existing groundwater extraction <br /> systems; and 3) to aid in the evaluation, selection and design of the final remedial <br /> action. <br /> 1.2 WORK PLAN CONTENT <br /> Section 1.0 presents the introduction. Section 2.0 presents site background including <br /> historical information, a description of the geologic and hydrogeologic conditions, and <br /> summaries of the pertinent Interim Remedial Actions (IRAs). Section 3.0 presents the <br /> Work Plan objectives. Section 4.0 presents the scope of work including pre-field <br /> activities and the investigation activities.
