LFR Inc.
1.0 INTRODUCTION
This Proposed Closure Plan for the Phase II (Soil-Vapor Extraction) and Phase IV (Air
and Ozone Sparging) Interim Remedial Actions (IRA) has been prepared by LFR Inc.
(LFR) on behalf of the Lincoln Center Environmental Remediation Trust for assessing
the closure of the two referenced remediation systems at Lincoln Center, located in
Stockton, California("the Site"; Figure 1).
The Phase II and Phase IV IRA systems were installed in 1999 and 2006, respectively,
pursuant to the "Amended First Final Consent Decree Order, Judgment and Reference
to Special Master," filed with the Court on June 4, 1999 ("the Amended First Final
Consent Decree"), and in accordance with existing regulations, such as the National
Contingency Plan and the Comprehensive Environmental Response, Compensation, and
Liability Act of 1980.
The "Site" (as defined by Section III.O of the Amended First Final Consent Decree) is
defined as "Lincoln Center, located in an unincorporated area of San Joaquin County
near the City of Stockton, California, and the surrounding area where Hazardous
Substances have been released, have come to be located, or threaten to be released from
the Settling Dry Cleaning Defendants' facilities at Lincoln Center." Tetrachloroethylene
(PCE), trichloroethylene (TCE), 1,2-dichloroethylene (1,2-DCE), and vinyl chloride
are the primary constituents of concern detected in the subsurface at and downgradient
from the Site, and are referred to as "Hazardous Substances" in this report.
1.1 Previous and Ongoing IRAs
Proactive IRAs have been implemented at the Site to reduce the concentrations of
Hazardous Substances found in vadose-zone soils and groundwater beneath the Site.
Five phases of IRAs have been implemented (Figure 2):
• Phase I implemented in 1998: Operation of the A-zone groundwater extraction
system (GWES) along the downgradient boundary of Lincoln Center (along Pacific
Avenue), comprising 17 groundwater extraction wells (wells GWE-1 through
GWE-17). In addition, the implementation of the Phase I IRA included the
installation of a groundwater treatment system (GWTS) to treat extracted
groundwater. Together, the GWES and GWTS are referred to as the groundwater
extraction and treatment system (GWETS).
• Phase II implemented in 1999: Operation of the soil-vapor extraction (SVE) and
treatment system (SVETS) at Lincoln Center. The SVETS comprises 35 SVE wells
located at Lincoln Center (SVE-1 thorough SVE-35; Figure 3).
• Phase III implemented in 2002: Operation of the expanded GWETS including
additional B-zone groundwater extraction wells, installed along the downgradient
boundary of Lincoln Center, and an additional A- and B-zone groundwater
p1m-dosme-PhII IV-IRA-Aug09-06750.dm:deh Page I
