(50' x 30' x 3') to be excavated. In addition, part of the soil excavated
for UST removal purpose, exhibiting more than 50 ppmv PID reading, is proposed to be transported off site for
recycling, instead of being use for backfilling. In this way I believe that we will eliminate an important secondary
source of contamination, which will reduce the future remediation effort.
Since the UST removal is a unique opportunity to economically apply the remediation by excavation at a cost
significantly lower than other methods, please approve our proposal as presented in our above mentioned work
plan.
With respect to the public comments, it is my opinion that the proposed Interim Remedial Action should be
exempt from the public notification requirement because this action is not a stand alone remedial plan, but it is
part of the UST removal and it will be applied during the UST removal.
Thank you again,
Chris
Chris Panaitescu
Thrifty Oil Co.Best California Gas,Ltd..
13116 Imperial Hwy.
Santa Fe Springs, C.4 90670
ph:(562)921-3581 x 390
fax:(562)921-7510
email: Pauaitewu(n Thriftt•Oil.com
-----Original Message-----
From: Mike Infurna [EH] [mailto:MInfurna@sjcehd.com]
Sent: Friday, November 02, 2007 8:29 AM
To: Chris Panaitescu
Subject: RE: Best California Gas Ltd SS # 172, 7647 Pacific Ave, Stockton, CA 95207
Chris,
I got this and so far, I have no problem with it.
were you planning on doing any over-excavation at the time of UST removal if you encounter any?
If so, a corrective action plan must be submitted and the site must go through a public comment period
and be sucessful before the corrective action can occur. It's a timely requirement but must be completed if
you plan to remove contaminated soil.
From: Chris Panaitescu [mailto:panaitescu@Thrifty0il.com]
Sent: Thursday, November 01, 2007 4:48 PM
To: Mike Infurna [EH]; Raymond von Flue [EH]
Cc: rvogl@geohydrologic.com; TEAMTAFOYA@aol.com; Barry W Berkett; Larry Higinbotham
Subject: Best California Gas Ltd SS # 172, 7647 Pacific Ave, Stockton, CA 95207
11/5/2007
