The Workplan
was submitted per the 25 January 2007 San Joaquin County Environmental Health Department letter,
which requested that a Workplan be submitted to Regional Board staff for evaluation for Waste
Discharge Requirements for the ozone injection remedial system. The Workplan proposes a soil and
groundwater bench scale test, prior to implementation of an ozone injection at the Site. A scope of
work from Prima Environmental of Sacramento was included as Appendix C to the Workplan. Soil will
be analyzed for gasoline range organics, benzene, toluene, ethylbenzene, xylenes, five fuel
oxygenates (MtBE, TBA, ETBE, TAME, and DIPE), hexavalent chromium, Metals (25), and total
organic carbon. Groundwater will be analyzed for all of the analytes listed for soils, and alkalinity,
bromide, bromate, pH, oxidation reduction potential (ORP), and sulfate. An assessment for natural
attenuation of hexavalent chromium and/or bromate will be conducted, if these constituents are
produced as a result of ozone injection.
Comments
The Workplan is approved with the following additions:
• Please add Soil Oxidant Demand to the list of analyses. to provide ozone demand design
criteria for a remedial system.
• Also include reference in the report to applicable guidance from the Interstate Technology &
Regulatory Council la workgroup that is recognized by the State of California), which may be
downloaded from the Internet at http://www.itrcweb,orq/qd ISCO.asp.
Please procure the necessary drilling permits, and provide the San Joaquin County Environmental
Health Department and myself at least three (3) business days notice prior to fieldwork.
