On behalf <br /> of ConocoPhillips (COP), Stantec has requested an extension of the deadline set by the <br /> EHD correspondence dated April 5, 2010, for rebound testing of the remediation systems <br /> at this site during April 2010. Stantec indicated that equipment concerns made meeting <br /> this schedule impossible and the EHD verbally allowed the April deadline to be modified if <br /> COP could provide technical justification for a new due date. This request proposed that <br /> the due date for the rebound testing report, originally due on Geotracker by July 17, 2010, <br /> be extended to October 15, 2010. The rationale for the extra 90 days was so that the soil <br /> vapor extraction (SVE) system could be run for one to two quarters to help lower the <br /> dissolved concentrations in the wells. The EHD required only a rebound test and not a full <br /> implementation of the SVE system. COP could meet EHD requirements to rebound test <br /> the SVE by conducting a 24-hour, a 48-hour, or up to a 5-day rebound test and thereby <br /> reduce the extension request significantly. If the contaminant mass recovery rate justifies <br /> continued operation of the system, the EHD will promptly consider such a <br /> recommendation. Additionally, the EHD required both remediation systems to be rebound <br /> tested. No proposal to test groundwater extraction (GWE), required by the EHD, was <br /> included in the extension request. <br /> The extension request is inadequate and not approved as submitted. Please revise the <br /> extension request to include rebound testing of the GWE system and shorten the <br /> submittal date for the full remediation rebound test report submittal. <br /> Stantec also requested approval for groundwater sampling events to be conducted during <br /> the third and fourth quarters of 2010 with report due dates to Geotracker by the 15`h of the <br /> month following the quarters end. The EHD concurs with the proposal and approves the <br /> request. All monitoring wells and all remediation wells with groundwater in them are to be <br /> sampled for total petroleum hydrocarbons as gasoline [TPHg], benzene, toluene, <br /> ethylbenzene, total xylenes [BTEX], methyl tertiary-butyl ether [MtBE], tertiary-butyl <br /> alcohol [TBA], di-isopropyl ether [DIPE], ethyl tertiary-butyl ether [EtBE], tertiary-amyl <br /> methyl ether [TAME], 1,2-dibromoethane [EDB], and 1,2-dicholorethane [DCA] by EPA <br /> Method 8260B. <br />
