Mr. Mike Infurna <br /> ConocoPhillips Site No. 5449, Former Thrifty Oil Company Station No. 172 <br /> May 20, 2010 <br /> Page 2 <br /> Further details regarding recent site progress are as follows: <br /> • During the re-permitting process for the remediation system at the site through the <br /> City of Stockton, Stantec discovered that a raze and rebuild is planned for the site at <br /> an unspecified date but no earlier than three months, according to the planning <br /> review department's timeframe. <br /> • Site redevelopment will probably require relocation of the remediation compound <br /> according to the plans on file at the City. <br /> • Per the request of the SJCEHD, the April 16, 2010 EDF and Geo_Well files were <br /> uploaded to GeoTracker on May 3, 2010, confirmation no. 6904267311 and <br /> 6175195157, respectively <br /> In addition, Stantec was informed by the San Joaquin Valley Air Pollution Control District <br /> (SJVAPCD) that due to the presence of a nearby school, we will need to apply for a new <br /> permit, which may include a 30-day public notice, after which the system will be started <br /> following approved procedures. Stantec will expedite obtaining the new air discharge permit <br /> from the San Joaquin Valley Air Pollution Control District. <br /> The SVE equipment is scheduled to be deployed by the first to second week of June for <br /> startup pending approval of permits, and a PG&E inspection. <br /> Assuming successful re-start of SVE/GWE system by June 30, 2010, preliminary rebound <br /> testing data will be reported by July 31, 2010. We request permission to submit the second <br /> quarter 2010 report by this date. The results of the April 2010 groundwater monitoring, and <br /> the June 2010 monitoring and sampling of the vapor wells, will be included in this report. <br /> Due to the lack of monitoring data during the last three quarters of 2009, we also <br /> recommend that groundwater monitoring and sampling be performed during both the third <br /> and fourth quarters of 2010. Updates to the Site Conceptual Model and additional <br /> recommendations will be included with the quarterly reports, or more frequently if desired <br /> by your agency. <br />
