Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento, CA 95814 <br /> Subject: 7647 Pacific Avenue, Stockton, CA <br /> Sixth Review Summary Report Response CUF Claim # 2156 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> sixth Review Summary Report — Additional Work signed 28 May 2015 by Kirk Larson and <br /> Robert Trommer of the State Water Resources Control Board (SWRCB) Cleanup Fund (CUF) <br /> for the above-referenced site. The CUF reviewed the site in the context of the Low-threat <br /> Underground Storage Tank Case Closure Policy (LTCP) and, contrary to the EHD, determined <br /> that the case met the LTCP criteria regarding removal of secondary source, vapor intrusion <br /> evaluation, and human health risk for direct exposure to impacted soil or outdoor air; the CUF <br /> concurred with the EHD that impacted groundwater required additional assessment to the <br /> northeast of MW-22 due to dissolved benzene concentrations exceeding 3,000 micrograms per <br /> liter. The CUF recommended that the EHD direct the responsible party to resume focused <br /> active remediation to reduce contaminant mass and achieve LTCP criteria in a timely manner <br /> and define the extent of benzene-impacted groundwater. <br /> An additional monitoring well down-gradient of MW-22 was installed in January 2015; no data <br /> from groundwater in the well has yet been reported to the EHD. The EHD has approved a <br /> corrective action plan and its subsequent work plan for pilot testing soil vapor extraction and in- <br /> situ air sparging; the consultant stated in the fourth quarter 2014 monitoring report that the pilot <br /> test would be performed during the first quarter of 2015. To date there has been no submission <br /> of data or a report for the pilot test. The EHD will issue a letter directing submittal of reports for <br /> the monitoring well installation down-gradient of MW-22 to assess the extent of impacted <br /> groundwater and the findings for the pilot test. The EHD will modify the LTCP checklist and path <br /> to closure page on GeoTracker to reflect the professional opinions rendered by the CUF <br /> regarding the vapor intrusion evaluation and the human health risk through direct contact and <br /> exposure to outdoor air. <br /> 2015 Draft Review Summary Report Response CUF Claim Nn 71 r-r- _4__ <br />
