NOW
Thrifty Oil Company#172 / ConocoPhillips page 2
7647 Pacific Avenue, Stockton October 24, 2011
The EHD approved implementation of an interim remedial action (TRAP) in 2010 that was
to utilize the onsite remedial equipment. Due to site construction schedule conflicts, the
remediation equipment was removed and the IRAP was never enacted. Based on the
elevated concentrations of petroleum in the soil and groundwater samples collected from
the newly installed (replacement) monitoring wells, the EHD has concluded that
remediation is needed to reduce the concentration of petroleum hydrocarbons remaining
onsite, and that the site does not qualify for no further action/site closure at this time.
Interim remedial action may be required until it can be determined that the extents of the
contamination are delineated in the soil and groundwater and that the site has been
adequately characterized. Please include a technical justification in the work plans why
interim remedial action is not required at this time.
The work plan/proposal to continue the required investigation is due on Geotracker by
December 2, 2011. Questions regarding this letter should be directed to Michael Infurna,
minfurna(a-)slcehd.coVor phoning (209) 468-3454.
Michael J. Infurna Jr., R HS Nuel C.
