SITE CONTAMINATION WORK PLAN <br /> Ill N. Pershing Avenue <br /> Stockton, California <br /> LO BACKGROUND <br /> As part of an intended property purchase in 1993, the tenants of the property located at 711 N. <br /> Pershing Avenue in Stockton, California(Figure 1)retained RESNA Industries of Sacramento, <br /> California to perform a limited soil investigation on the property. RESNA personnel drilled four <br /> shallow holes with a hand auger and collected soil samples for laboratory analysis(Figure 2). The <br /> four samples were obtained from a depth of 5 feet and analyzed for the presence of petroleum <br /> hydrocarbons in the gasoline, diesel, and oil & grease ranges, as well as for various pesticides and <br /> PCB's. DDT and/or chlordane were detected in three of the samples, and heavy hydrocarbons <br /> (diesel and oil & grease)were also detected in one of these(Table 1). Based on these results, it is <br /> our understanding that RESNA provided its client,the Swett& Crawford Group, an estimate of <br /> the cost to further assess and remove the detected contaminants. The sale of the property has <br /> therefore been postponed pending further investigation,at the request of Swett& Crawford. <br /> The property owners subsequently retained Upgradient Environmental Consultants of Sacramento, <br /> California in June, 1994 to develop a plan for additional investigation of the reported <br /> contamination. At the suggestion of Mr. Michael Infurna, SRES, of San Joaquin County <br /> Environmental Health Division,Upgradient recommended a limited investigation of nearby <br /> properties to assess the severity and extent of pesticide contamination in the area. <br /> In November and December, 1994, soil sampling performed by Upgradient personnel failed to <br /> detect any petroleum or pesticide compounds. Upgradient submitted its report in December and <br /> recommended site closure, However,the Water Quality Control Board was concerned about <br /> pesticides detected in the RESNA report. They have requested further investigation of the soil and <br /> a limited investigation of groundwater. In addition,the Water Quality Control Board requested <br /> removal and disposal of soil in the area where chlordane pesticides were detected. <br /> 2.0 PROPOSED ASSESSMENT <br /> Upgradient proposes to drill one soil boring in the area were RESNA detected pesticides. Soil and <br /> water samples will be obtained an analyzed. 1f chlordane or other pesticides are detected, a <br /> backhoe will be mobilized at a later date to excavate approximately six cubic yards of soil in the <br />
