3.0 EXCAVATION AND SOIL MANAGEMENT PLAN <br /> The objective of the proposed excavation is to remove heavily-impacted soil and groundwater <br /> associated with the former 4,000-gallon UST, without encroaching on the Caltrans right-of-way. <br /> To achieve these project objectives, a scope of work consisting of the following eight tasks is <br /> proposed: <br /> 1. Project Planning <br /> 2. Excavation Shoring <br /> 3. Excavation of Impacted Soil <br /> 4. Excavation De-Watering <br /> 5. Excavation Soil Sampling and Analysis <br /> 6. Site Restoration <br /> 7. Disposition of Excavated Soil <br /> 8. Documentation of Excavation and Waste Management Tasks <br /> 3.1 Project Planning <br /> The project planning task will include the modification of the existing health and safety plan, <br /> acquisition of any required permits, notification of scheduled field activity and a routine <br /> underground utility survey. <br /> The existing site-specific health and safety plan will be expanded to include the excavation tasks <br /> in accordance with 29 CFR 1910.120. The health and safety pian includes safety procedures for <br /> work to be performed, chemical hazard information, site safety officers, and a medical emergency <br /> location. <br /> To perform the proposed scope of work, a permit may be required from San Joaquin County <br /> Public Health Services Environmental Health Division (PHSIEHD). Since all of the field work will <br /> be conducted on private property and off of the State Highway 99 right-of-way, an encroachment <br /> permit will not be required from Caltrans. <br /> At least two working days prior to any field activities, PHS/EHD will be notified so that any <br /> inspections can be scheduled.
