1.0 BACKGROUND <br /> In June 1996, under contract to Rajappan and Meyer, Inc. (R&M), Michael <br /> Brandman Associates completed an Initial Site Assessment (ISA) for the State <br /> Route (SR) 99/Jack Tone Road Reconstruction Project in the City of Ripon, <br /> California (Figure 1). The ISA concluded that the site required a Preliminary <br /> Site Investigation (PSI) of potential soil contamination in the vicinity of the <br /> interchange. Subsequently, R&M contracted URS Greiner, Inc. (URSG) to <br /> complete the PSI. This document outlines the approach URSG will use to <br /> perform the PSI soil sampling. <br /> 2.0 PROPOSED APPROACH AND SAMPLING <br /> 2.1 Objectives <br /> The objectives of the PSI are to determine whether: <br /> • subsurface contamination due to leaking underground storage tanks <br /> (USTs) exists at the Nelson Ready Mix site; <br /> • creosote contamination of the Southern Pacific Railroad (SPRR) track bed <br /> exists at 0 to 6 inches below ground surface (bgs); <br /> • surficial soils adjacent to the interchange have been contaminated by lead <br /> emissions from vehicle exhausts; and <br /> • pesticide contamination exists in surficial soils to the northeast and <br /> southwest of the interchange due to prior agricultural practices. <br /> 2.2 Soil Borings <br /> One 500-gallon gasoline UST and one approximately 4,000 gallon diesel UST <br /> were originally operated at the Nelson Ready Mix site (Figure 1). Based on a <br /> August 24, 1997 URSG phone interview with the property owner, Mr. Russell <br /> Nelson, the gasoline UST was abandoned in place over 10 years ago, and the <br /> diesel tank was removed in 1995. A phone call on August 24, 1997, to Mr. <br /> Ron Rowe of the San Joaquin County Department of Environmental Health <br /> (SJCDEH), revealed that SJCDEH had detected diesel contamination in the <br /> UST excavation pit, but no further investigation of this contamination has <br /> occurred. Mr. Rowe also mentioned that an abandoned septic system existed <br /> at the site, and the contents of the 500-gallon UST had never been confirmed. <br /> In addition, soils in the vicinity of the gasoline UST and septic system had not <br /> been investigated. According to the ISA, the approximate depth to <br /> groundwater at the Nelson site is 20 to 30 feet, and the approximate <br /> PSI Soil Sampling Plan Page 1 <br /> SR99/Jack Tone Koad Interchange Project <br />
