In accordance with your conversation of February 4, 2008 with George Robin of
my staff, we are approving Steps 1,2,6,7 and 8 of the proposed P&A Plan.
The five Steps identified above involve: removal of tubing, packer and any items which
are not "drillable" from the hole; cleaning out fill to bottom; stabilizing the hole;
systematically cementing the hole until a full column of cement has been set; and capping
the hole with a marker.
Additionally, in your phone conversation with George, you noted there were minor
discrepancies in Kelly Bushing height, depth of fill last tagged and references to possible
"trouble spots" in the hole that are present in our records. Please consider taking the time
to review these records and notes which may help to avoid difficulties during the
upcoming rig work.
We plan on witnessing the upcoming P&A operation. Please notify our office at least 30
days in advance of the commencement of operations so that we can arrange to be present.
You may notify George at (415) 972-3532 and by e-mail at "robin.george@epa.gov".
