F —
639 East Lockeford St.
Lodi, CA 95240
TENTATIVE SCHEDULE FOR COMPLETION OF TASKS, VICTOR FINE FOODS
FACILITY, SAN JOAQUIN COUNTY(Case#1430)
We have not received a schedule from Woodbridge Partner or one with their concurrence. However, we
have reviewed the Tentative Schedule for Completion of Tasks submitted on behalf of the Goehrings by
Ground Zero Analysis, Inc. on 3 July 2000. We understand from the Tentative Schedule that there have
been discussions between the Goehrings and the Woodbridge Partners for the division of responsibilities
on cleanup tasks at the Victor Fine Foods Facility. We would urge the two parties to come to an
agreement and complete the cleanup tasks in a timely manner.
The task completion goals as submitted in the Tentative Schedule are unacceptably vague and drawn
out. Please indicate your acceptance of the following task goals by 28 July 2000:
1. REMOVAL OF UNDERGROUND STORAGE TANKS—Completion by 1 September 2000.
2. CLOSURE PLAN FOR POND 2—Submitted by 2 October 2000. The Closure Plan should
include a time schedule for completion of closure not longer than three months.
3. CLEAN CLOSE POND 1 PER TITLE 27 REGULATIONS — 1 June 2001. An extended time
schedule has been allowed for this task to allow time for meeting EPA's requirements for
utilizing the deep injection well.
4. PROPERLY ABANDON THE UNDERGROUND INJECTION WELL— 1 July 2001.
5. RESUMPTION OF QUARTERLY GROUNDWATER MONITORING AND SAMPLING—
Quarterly Monitoring should resume in the third quarter of 2000. The first monitoring report is
due to the Board no later than 15 October 2000.
Time schedules for task completion are a means for Board Staff to track the progress in returning your
facility to compliance. It is both an organizational and enforcement tool. If you find that you are unable
to meet a task completion deadline for reasons beyond your control you should notify Board Staff as
soon as possible to avoid possible enforcement action.
California Environmental Protection Agency
Q?Recycled Paper
