The workplan calls for advancing a boring to static water level, collecting
soil samples at five feet intervals below 15 feet, and analysis of samples for TDS, chloride and sodium
using the DI WET extraction procedure. The boring will be located in Pond 2 near shallow boring C4.5.
A brief report with analytical results and a boring log will be submitted to the RWQCB and San Joaquin
County PHS/EHD.
The workplan looks fine, you may proceed with the work at your earliest convince.
In our letter dated 24 March 2000 we requested a time schedule by 28 April 2000 to complete the
following outstanding tasks at your facility:
1
1. Removal of the underground storage tanks this year.
2. Drill one deep boring to the static water level in Pond 2. If soil samples collected in the deep
boring are not impacted, Pond 2 can probably be closed with a cap to reduce rainwater
infiltration.
3. Clean close the Class 11 surface impoundment (Pond 1) per Title 27 regulations.
4. Properly abandon the underground injection well in accordance with the requirements of the
U.S. Environmental Protection Agency.
5. Resumption of groundwater monitoring, quarterly sampling of all groundwater monitoring
wells is required by Revised Monitoring and Reporting Program No. 90-047, a part of your
facility Waste Discharge Requirements.
To date we have not received the requested time schedule. The workplan you submitted takes care of
Task 2 but does not address Tasks 1, 3, 4, and 5. Please submit a time schedule to complete these tasks
by 26 May 2000. Failure to submit requested reports is a violation of the California Water Code and
may result in enforcement action.
California Environmental Protection Agency
Qi Recycled Paper
