CALIFORNIA RGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A, Sacramento,California 95827 <br /> PUBLIC HEARING <br /> concerning <br /> CONSIDERATION OF A CEASE AND DESIST ORDER <br /> for <br /> VIOLATING AND THREATENING TO VIOLATE WASTE DISCHARGE REQUIREMENTS <br /> WOODBRIDGE PARTNERS, <br /> VICTOR FINE FOODS FACILITY <br /> SAN JOAQUIN COUNTY <br /> Woodbridge Partners owns the Victor Fine Foods Facility, a former meat processing facility in <br /> Lodi. The meat processing facility ceased operations in 1991 and was subsequently abandoned <br /> by the former owners. The facility was left with open wastewater ponds, an underground <br /> injection well and groundwater TDS impacts. Woodbridge Partners purchased the facility in <br /> 1998 as a tax defaulted property and the Regional board revised Waste Discharge Requirements <br /> in 2001. Revised Waste Discharge Requirements require among other actions closure of Pond 1, <br /> abandonment of the underground injection well and an engineered feasibility study to remediate <br /> pollution. Woodbridge Partners has failed to complete all required actions and is in violation of <br /> their Waste Discharge Requirements <br /> A formal public hearing concerning this matter will be held during the Regional Board meeting <br /> which is scheduled for: <br /> DATE: 29/30 January 2004 <br /> TIME: 8:30 AM. <br /> PLACE: Regional Board Office <br /> 11020 Sun Center Dr., Ste. 200 <br /> Rancho Cordova, CA 95670-6114 <br /> The designated parties for this hearing are as follows: <br /> • Staff of Central Valley Regional Board <br /> • Woodbridge Partners <br /> Only designated parties will have these rights: to call and examine witnesses; to introduce <br /> exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence <br /> against him or her. All other persons wishing to testify or provide comments are interested <br /> persons and not designated parties. Such interested persons may request status as a designated <br /> party for purposes of this hearing by submitting such request in writing to the Board no later than <br /> 3 January 2004. The request must explain the basis for status as a designated party and in <br /> particular how the person is directly affected by the discharge. <br /> Persons wishing to comment on this noticed hearing item must submit testimony, evidence, <br /> and/or comments in writing to the Regional Board no later than 3 January 2004. Written <br /> testimony, evidence, or comments submitted after 3 January 2004 will not be accepted <br />
