�.► NOW <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> REQUIRING <br /> WOODBRIDGE PARTNERS, INC. <br /> VICTOR FINE FOODS FACILITY <br /> LODI <br /> TO CEASE AND DESIST FROM <br /> VIOLATING AND THREATENING TO VIOLATE WASTE DISCHARGE <br /> REQUIREMENTS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Regional Board) finds that: T <br /> 1. On 16 March 2001 the Regional Board adopted Revised Waste Discharger Requirements <br /> Order No. 5-01-057 prescribing requirements for the Victor Fine Foods Facility, an E <br /> inactive meat processing plant at 18846 N. State Route 99, East Frontage Road near <br /> Lodi, California owned by Woodbridge Partners Inc. (hereafter Discharger). Order No. <br /> 5-01-057 required the Discharger to close Pond 1, abandon the underground injection N <br /> well, and submit a technical report assessing the extent of the discharges of waste in <br /> groundwater and an engineering feasibility study to cleanup the waste. <br /> 2. Revised Waste Discharger Requirements Order No. 5-01-057 provides, in part, the T <br /> following: <br /> F. REPORTING REQUIREMENTS A <br /> 3. The Discharger shall complete the tasks outlined in these WDRs and the attached T <br /> Monitoring and Reporting Program No.5-01-057 in accordance with the following <br /> time schedule: <br /> I <br /> Task Compliance Date <br /> a. Submit a technical report and workplan to close I May 2001 V <br /> Pond 1 per Title 27 regulation and that meets <br /> Discharge Specifications A 6 through 8. E <br /> b. Complete closure of Pond 1 per the Regional Board 1 July 2001 <br /> staff approved workplan requested in F.2.a. of these <br /> requirements. <br /> C. Abandon the underground injection well to protect 1 September 2001 <br /> groundwater quality as described in Finding 20 <br />
