� J <br /> WASTE DISCHARGE REQUIREMENTS ORDER NO.5-01-057 2_ <br /> WOODBRIDGE PARTNERS INC. <br /> VICTOR FINE FOODS FACILITY <br /> SAN JOAQUIN COUNTY <br /> 6. In 1990, Waste Discharge Requirements Order No. 90-047 was adopted by the Board to <br /> regulate a lined Class II Surface Impoundment (Pond 1) and a pretreatment plant used to <br /> remediate groundwater. In December 1991, the facility ceased meat processing and <br /> discharge of wastewater. On 4 May 1992, Cleanup and Abatement Order No. 92-703 was <br /> signed by the Executive Officer requiring groundwater monitoring in compliance with Order <br /> No. 90-047, a groundwater investigation, financial assurances, a closure plan, and <br /> completion of pond closure work by October 1993. Golden Gate Fresh Foods did not <br /> complied with this Order. <br /> 7. Activities to cleanup polluted groundwater have been held in abeyance since 1992, when <br /> Golden Gate Fresh Foods ceased operating the groundwater extraction system. From 1992 <br /> to the present,the facility has been out of compliance with Waste Discharge Requirements <br /> Order No. 90-047 and Cleanup and Abatement Order No. 92-703. <br /> SITE DESCRIPTION <br /> 8. Alluvial deposits of the Victor Formation underlie the site. The formation consists of layers <br /> of sand, silt. Locally there are stream channel deposits composed of sand and gravel. The <br /> formation will include a wide range of permeabilities from quite low in clay layers to very <br /> high in sand and gravel stream deposits. <br /> 9. The site is underlain by four shallow water-bearing zones, A(40— 70 feet), B (110— 140 <br /> feet), C (170—200 feet), and D (below 200 feet deep). The upper.three water-bearing zones <br /> have been polluted by TDS and Chloride. Groundwater impacts have been detected up to <br /> one-half mile north of the facility. Ten domestic and two agricultural water supply wells <br /> have been abandoned and replaced because of groundwater pollution from the facility. <br /> 10. Land within 1,000 feet of the facility is used for agriculture,housing, education, and <br /> industry. <br /> 11. The facility receives an average of 16.27 inches of precipitation per year as measured at <br /> Lodi. The mean evaporation is 68.0 inches per year as measured at Lodi. Based on these <br /> data, average annual net evaporation at the facility is 51.73 inches. <br /> 12. The 1000-year, 24-hour precipitation event for the facility is estimated to be 4.89 inches, <br /> based on Department of Water Resources bulletin Rainfall Depth-Duration-Frequency for <br /> California,revised November 1982. <br /> 13. The storage ponds are not within a 100-year flood plain of the Mokelumne River based on <br /> the Federal Emergency Management Agency's (FEMA) Flood Insurance Rate Map. <br />
