J <br /> WASTE DISCHARGE REQUIREMENTS ORDER NO.5-01-057 -6- <br /> WOODBRIDGE PARTNERS INC. <br /> VICTOR FINE FOODS FACILITY <br /> SAN JOAQUIN COUNTY <br /> materials contaminated by wastes, shall be completely removed and discharged to <br /> an approved waste management unit approved by board staff. Remaining <br /> containment features shall be inspected for contamination and if not contaminated <br /> can be dismantled. Any contaminated natural geologic materials shall be removed <br /> for disposal at an approved waste management unit. Surface impoundments that <br /> have been successfully clean closed are no longer subject to the requirements of <br /> Title 27. <br /> B. In cases where clean-closure is infeasible, all residual solid wastes and liner <br /> materials shall be compacted and the surface impoundment shall be closed as a <br /> landfill under applicable requirements for closure of landfill Units in Title 27 <br /> CCR. <br /> C. FINANCIAL ASSURANCE <br /> The Discharger shall establish an irrevocable fund, or other Title 27 financial assurance <br /> mechanism approved by the Executive Officer, naming the Regional Board as beneficiary, <br /> that is adequate for initiating and completing corrective action for all known and reasonably <br /> foreseeable releases from the surface impoundments. The Discharger shall also establish <br /> and maintain an irrevocable closure fund or other means approved by the Executive Officer, <br /> naming the Regional Board as beneficiary,that is adequate to ensure post-closure <br /> maintenance of the surface impoundment. <br /> D. PROVISIONS <br /> 1. The Discharger shall comply with the Standard Provisions and Reporting <br /> Requirements, dated August 1997, which are hereby incorporated into this Order. The <br /> Standard Provisions and Reporting Requirements contain important provisions and <br /> requirements with which the Discharger must comply. A violation of any of the <br /> Standard Provisions and Reporting Requirements is a violation of these waste discharge <br /> requirements. <br /> 2. The Discharger shall comply with Monitoring and Reporting Program No. 5-01-057, <br /> which is attached to and made part of this Order. This compliance includes, but is not <br /> limited to,maintenance of closed waste containment facilities and precipitation and <br /> drainage controls and monitoring groundwater throughout the post-closure maintenance <br /> period. A violation of Monitoring and Reporting Program No. 5-01-057 is a violation <br /> of these waste discharge requirements. <br />
