In March 1990, an injection well was installed at a
facility called victor Fine Foods, located at 18846 N. Hwy 99, Lodi.
There was a salt problem from the meat processing water going into
unlined ponds. The plan was to extract the salt water and reinject it
into a deeper aquifer, all to be done under oversight of the California
Regional Water Quality Control Board, Central Valley Region (CVRWQCB)
but the permit for installation of the injection well was issued by our
agency. I haven't found all the details on the construction of the well
but the permit from our agency shows that the well is 3000 feet deep,
has a 1700 feet cement grout seal, has a 10 3/4 inch diameter well
casing and was placed in a 16 to 14 3/4 inch diameter boring. I don't
have any confirmed information but have been told that the well was not
successful has an injection well.
A well driller is calling me on behalf of Ford Construction, who now
owns the site, and asking how the well should be destroyed. I told him
CVRWQCB had to approve the destruction as well as USEPA. I left a
message for Ross Atkinson at the CVRWQCB. I talked to Ross in November
2002 when I was previously contacted about destruction of this well and
at that time he said it had to be destroyed according the USEPA
requirements. Does USEPA have specific requirements for destruction of
these deep injection wells? My first response is to require that the
1
