Frontage Road <br /> Lodi, Ca. <br /> Subject: Closure Plan for Pond No. 1 <br /> Dear Mr. Atkinson: <br /> Please note that we received your letter of April 15,2004 on April 17,2004.The owner is concerned that <br /> this letter did not address the proposed used of the detention pond that is part and parcel to the Pond 1 <br /> closure. The San Joaquin County Planning Department will require that the proposed use of the new <br /> detention pond has the approval of the California Regional Water Quality Control Board.This author is <br /> concerned that without the expressed approval of California Regional Whiter Quality Control Board,the <br /> county excavation permit will not be granted. <br /> Item #2 on your comment list addresses core samples below the bottom of the Pond 1 liner. These <br /> samples will represent soil to a depth of 45' below the surrounding surface. The background samples <br /> collected for the Pond 2 investigation(GVP2 NP and GVP2 SP)were to a maximum depth of 10'below <br /> the surrounding surface. This may create a problem determining the correct background eomparison <br /> between the results of the June 6, 2000 Pond 2 investigation(GVP2 NP and GVP2 SP)and the Pond 1 <br /> closure.The core sample analysis by the DI WET extraction method for TDS,chloride,and sodium that <br /> you proposed is agreed to by the owner. <br /> PROPOSED ALTERNATE BACKGROUND SOIL ANALYZES <br /> The owner proposes to install a soil bore between the existing Pondl and the Proposed Detention Basin <br /> This soil bore would terminate 10'below the existing groundwater surface and a2"monitoring well would <br /> be installed in that soil bore. Soil samples would be extracted at five foot intervals and analyzed by the <br /> DI WET extraction method for TDS, chloride, and sodium. This soil bore would produce a more <br /> representative soil data set for background comparison. <br /> All excavation and grading on this site are subject to a San Joaquin County Grading Permit.For the Pond <br />
