To observe the removal of the underground storage tanks, product <br /> lines, and dispensers; and <br /> 2. Address areas of soil impacted with hydrocarbons using limited over- <br /> excavation, aeration, or other appropriate methods based on the levels <br /> encountered. <br /> Site-Specific Health and Safety Plan <br /> As required by the Occupational Health and Safety Administration (OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (29 CFR 1910.120), and by <br /> California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), a <br /> Site-Specific Health and Safety Plan will be prepared for the site. The Health and Safety <br /> Plan will be reviewed by the field staff and contractors prior to beginning field operations <br /> at the site. <br /> Soil Sampling Activities <br /> During upcoming activities, SECOR will be onsite to observe the removal of the <br /> underground storage tanks, and to collect the compliance soil samples in accordance <br /> with SJCEHD requirements. The samples will be submitted under chain-of-custody <br /> documentation to a California State-certified analytical laboratory for analysis as <br /> described below. <br /> Management of Excavated Soil, Limited Over-Excavation, and Aeration <br /> If soils impacted with hydrocarbons are encountered, limited over-excavation may be <br /> performed. Over-excavation, if performed, will be limited to approximately 100 to 200 <br /> cubic yards of soil. The area of possible over-excavation is shown as a dotted line on <br /> Figure 2. Over-excavation will be limited to soils above current groundwater levels. <br /> Groundwater is anticipated at approximately 20 feet below the ground surface. <br /> Upon excavation, the soil will be stockpiled in segregated piles for sampling and <br /> temporary storage. Characterization of the stockpiled soil will be performed by <br /> collecting one four point composite sample for every 100 cubic yards. With the <br /> permission of SJCEHD, clean stockpiled soil may be re-used as fill onsite. Contaminated <br /> stockpiled soil will be covered with plastic sheeting pending transport and disposal at an <br /> approval landfill. <br /> Laboratory Procedures <br /> Soil samples collected during site upgrade activities will be submitted to the laboratory <br /> and selected samples analyzed for the presence of total petroleum hydrocarbons <br /> 077.41821.00 UW PLAN <br />
