Highway 99
Stockton CA 95209
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the "Soil Sampling During Product Line and Dispenser Upgrade Activities"
report dated December 10, 1999 that was submitted by Secor International Inc.
(SECOR) on behalf of the above referenced site and has the following comments.
On August 20, 1999 PHS/EHD approved a work plan for the collection of soil samples
during product line and dispenser upgrade activities scheduled for this site. On
September 10 and September 14, 1999 a total of twenty-one soil samples were
collected from beneath product lines, dispensers, vapor lines, the vapor pot and old
product lines. The samples were analyzed for petroleum hydrocarbon constituents and
results evidenced contamination in eighteen of the samples. The report recommends
that a site assessment be conducted to define the extent of hydrocarbons in soil beneath
the site. PHS/EHD concurs with this recommendation.
Approximately 189-tons of stockpiled soil was generated during the upgrade activities.
The report stated that this soil was sampled for characterization and subsequently
hauled to an appropriate disposal facility. Soil sample analytical results and copies of
two letters from the trucking company that hauled the soil to the landfill were included in
the report. Signed receipts from the landfill that accepted the soil were not included.
Please proceed with preparation of a work plan to begin the investigation of the vertical
and lateral extent of the contamination at this site. The work plan is due on March 10,
2000. Please forward copies of the signed receipts from the disposition of the soil
stockpiles to PHS/EHD. If you have any questions call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
A ^
( ,Cr%A CA t tau h c' V
Lori Duncan, Senior REHS Margare Lagono, REHS
LOP/Site Mitigation Unit IV Supervisor, Unit IV
cc: Marty Hartzell, CVRWQCB
Rusty Benkosky, SECOR
A Division of San Joaquin County Health Care Services
