Highway 99
Stockton CA 95212
San Joaquin County Environmental Health Department (SJC/EHD) has reviewed the file
for the above referenced contaminated underground storage tank (UST) site and has the
following comments.
The site was previously undergoing the required investigation of an unauthorized release
of petroleum hydrocarbons to the subsurface. Investigation to define the extent of the
contamination ceased in 2005 because of a major road construction project begun by
California Department of Transportation and the City of Stockton. Prior to the start of the
road construction, eleven of the sites thirteen groundwater monitoring wells that would
have been impacted by the construction project were destroyed. The destruction of the
wells was approved by SJC/EHD on the condition and understanding that the site
investigation would resume when the road construction project was complete.
At this time the road construction project has been completed. Please prepare a work
plan to resume the investigation of the site, and to replace the groundwater monitoring
wells that were destroyed. SJC/EHD requests that monitoring well MW-1, which still
exists at the site, be properly destroyed as it was built with a 30-foot screen interval which
is an excessive length that was not approved by the SJC/EHD in correspondence dated
March 14, 2000 prior to the well's installation.
If you have any questions please call Lori Duncan at (209)468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Nuel C.
