PUBLIC HI!ALTH S <br /> SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DIVISION <br /> Karen Furst, M.D , M P H , Health Officer P . <br /> 304 East Weber Avenue, Third Floor - Stockton, CA 95202 <br /> 2091468-3420 JAN 2 5 2000 <br /> PAUL SUPPLE GARY SCANNAVINO <br /> ARCO PRODUCTS COMPANY SCANNAVINO PROPERTIES <br /> P O BOX 6549 5463 E CHEROKEE LANE <br /> MORAGA CA 94570 STOCKTON CA 95215 <br /> RE ARCO #595 SITE CODE 0707 <br /> 6100 N Highway 99 <br /> Stockton CA 95209 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHSIEHD) <br /> has reviewed the "Soil Sampling During Product Line and Dispenser Upgrade Activities" <br /> report dated December 10, 1999 that was submitted by Secor International Inc <br /> (SECOR) on behalf of the above referenced site and has the following comments <br /> On August 20, 1999 PHSIEHD approved a work plan for the collection of soil samples <br /> during product line and dispenser upgrade activities scheduled for this site On <br /> September 10 and September 14, 1999 a total of twenty-one soil samples were <br /> collected from beneath product lines, dispensers, vapor lines, the vapor pot and old <br /> product lines The samples were analyzed for petroleum hydrocarbon constituents and <br /> results evidenced contamination in eighteen of the samples The report recommends <br /> that a site assessment be conducted to define the extent of hydrocarbons in soil beneath <br /> the site PHSIEHD concurs with this recommendation <br /> Approximately 189-tons of stockpiled soil was generated during the upgrade activities <br /> The report stated that this soil was sampled for characterization and subsequently <br /> hauled to an appropriate disposal facility Soil sample analytical results and copies of <br /> two letters from the trucking company that hauled the soil to the landfill were included in <br /> the report Signed receipts from the landfill that accepted the soil were not included <br /> Please proceed with preparation of a work plan to begin the investigation of the vertical <br /> and lateral extent of the contamination at this site The work plan is due on March 10, <br /> 2000 Please forward copies of the signed receipts from the disposition of the soil <br /> stockpiles to PHSIEHD If you have any questions call Lori Duncan at (209) 468-0337 <br /> Donna Heran, REHS, Director <br /> Environmental Health Division <br /> { , <br /> Lori Duncan, Senior REHS Margare Lagorio, REHS <br /> LOP/Site Mitigation Unit IV Supervisor, Unit IV <br /> cc Marty Hartzell, CVRWQCB <br /> Rusty Benkosky, SECOR <br /> A D«ision of San Joaquin County Health Care Services <br />
