1.0 INTRODUCTION <br /> This Health and Safety Plan (HSP) has been developed by ERM-West, <br /> Inc. (ERM-West) to establish the Health and Safety procedures required <br /> to minimize potential hazards to personnel involved in soil and <br /> groundwater investigations at five locations in the San Joaquin Valley, <br /> California (Figures 1 and 2). <br /> 1.1 HSP PROVISIONS AND PROCEDURES <br /> The provisions of this HSP directly apply to ERM-West personnel and <br /> contractors who will be potentially exposed to safety and/or health <br /> hazards related to the project. This HSP does not directly apply to client <br /> personnel, although ERM-West will advise the client on the safety and <br /> health aspects of the work based upon the guidelines specified in this <br /> HSP. <br /> The procedures in this HSP were developed based on current knowl- <br /> edge of the specific chemical and physical hazards, which are known or <br /> anticipated for the operations to be conducted. This HSP has been writ- <br /> ten to comply with the requirements of ERM-West's Health and Safety <br /> Program. It is ERM-West's policy that activities covered by the HSP <br /> must be conducted in complete compliance with this HSP and with all <br /> applicable federal, state and local health and safety regulations, includ- <br /> ing the California Occupational Safety and Health Administration <br /> (OSHA) General Industry Standards in Title 8 California Code of <br /> Regulations (CCR) 5192, and the California OSHA Construction Safety <br /> Orders in 8 CCR, Subchapter 4. <br /> On-site personnel who cannot, or will not, comply with these require- <br /> ments will be excluded from project activities. Prior to the com- <br /> mencement of field activities, all ERM-West and subcontractor per- <br /> sonnel covered by this HSP must review this document and return the <br /> sign-off form to the Project Manager. <br /> 1.2 SITE DESCRIPTION AND HISTORY <br /> 1,2-Dibromo-3-chloropropane (DBCP) was commonly used until 1977 <br /> as an agricultural soil fumigant, predominately as a nematocide. In <br /> California alone, approximately 831,000 pounds of the material was <br /> applied to crops, mainly grapes and tomatoes, in 1977. <br /> The focus of the work that this HSP encompasses is outlined in the <br /> Sampling and Analysis Plan (SAP).
