CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 98-136 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CALIFORNIA CONCENTRATE COMPANY = <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality.Control Board, Central Valley Region, (hereafter Board) <br /> finds that: <br /> 1. California Concentrate Company (hereafter Discharger) submitted a Report of Waste <br /> Discharge, dated 12 August 1997, site evaluation reports dated 29 November 1996 and <br /> 20 December 1996, and additional information in a technical report dated 28 October 1997 and <br /> a letter dated 20 March 1998 for their wastewater treatment and disposal facility. California <br /> Concentrate Company is operated by Dennis and Andy Alexander. The property (Assessor's <br /> Parcel Nos. 017-090-31, 017-090116 and 013-070-19)is owned by Dennis and Roberta <br /> Alexander. <br /> 2. The facility is in Section 31,T4N,R7E,MDB&M, with surface water drainage to the <br /> Mokelumne River,as shown in Attachment A,which is attached hereto and part of the Order <br /> by reference. <br /> 3. Waste Discharge Requirements Order No. 76-242, adopted by the Board on 17 December <br /> 1976,prescribes requirements for a discharge from a food products processing facility to four <br /> evaporation and percolation ponds. <br /> 4. Order No. 76-242 is neither adequate nor consistent with current plans and policies of the <br /> Board. <br /> 5. California Concentrate Company processes grapes and barley. Water is supplied by an on-site <br /> well. Grapes are processed into grape juice or grape juice concentrate at intervals throughout <br /> the year,however the heaviest production occurs from late July to early November. Grapes are <br /> crushed and the juice is sold or concentrated for wine malting by others. Processing consists of <br /> washing, crushing and pressing, centrifugal filtration,and if concentrates are produced, <br /> evaporation. The most significant wastewater flows during the grape season are wash down <br /> water and condensate water from the evaporator. <br /> Throughout the year,barley is processed for malt extract for use in beer making by others. The <br /> heaviest production times are from early November through late July. Barley processing is <br /> done in batches and consists of preparing a mash by soaking the grain in very hot water, <br /> draining out the malt liquid,then concentrating it in the evaporator. The most significant <br /> wastewater flows from producing malt extract are condensate water and process cleanup water. <br />
