Lisa Medina [EH]
From: Adrienne Ellsaesser[EH]
Sent: Tuesday, October 08, 2013 10:13 AM
To: Sobieraj,Justin
Cc: Amber.Nickens@arcadis-us.com; bwaite@chevron.com; Nuel Henderson [EH]; Lisa
Medina [EH]
Subject: RE: 3978 S Hwy 99 Stockton, CA - Status remaining well destructions (309075)
Justin, .
Please clarify for me why this well cannot be over drilled, as required by our local county requirements?
We have made concessions to allow explosives to destroy the entire well, instead of over drilling and removal of the
entire well contents, when acceptable arguments have been presented. We do allow the first explosive charge to be
placed 20 feet below grade to full length of the casing for these destructions, as Tylor notes below. The charges are
exploded after the well has been filled with neat cement from bottom to surface.
Thank you for the clarification,
Adrienne
Adrienne Ellsaesser, REH5
Program Coordinator
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton , CA 95205
Ph (209)468-0343
Fax (209)468-0341
aellsaesser@sicehd.com
From: tylor mcmillan [mailto:mcmillans521@yahoo.com]
Sent: Monday, October 07, 2013 1:22 PM
To: Sobieraj, Justin
Cc: Adrienne Ellsaesser[EH]; Amber.Nickens@arcadis-us.com; bwaite@chevron.com; Nuel Henderson [EH]; Lisa Medina
[EH]
Subject: Re: 3978 S Hwy 99 Stockton, CA - Status remaining well destructions (309075)
Everyone,
Welenco has been blasting wells below the existing sanitary seals for years now.
We have two reasons for this: Setting off any type of explosive charge inside of an existing sanitary
seal only accomplishes two things. It cracks or breaks the existing.seal and it increases the potential
for over pressure at the surface which causes fly material.
i
