Frontage Road <br /> Stockton, CA 95215 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Second <br /> Semiannua 2011 Groundwater Monitoring Report (Report) dated February 28, 2012, <br /> prepared and submitted on your behalf by Arcadis. In the Report Arcadis indicates that the <br /> organic compounds being measured in groundwater beneath the site are polar compounds <br /> and refined hydrocarbons. In addition, Arcadis states that the data gathered during <br /> semiannual monitoring and sampling events indicate that the plume is stable. Arcadis <br /> recommends discontinuing monitoring and sampling the wells associated with the site and <br /> considering the site for low-risk closure. <br /> In the Second Semiannual 2011 Groundwater Monitoring Report, Arcadis has indicated that <br /> a No Further Action Report (NFAR) will be submitted under separate cover, pursuant to State <br /> Water Resources Control Board Resolution No 2009-0081 and State Water Resources <br /> Control Board Resolution No 2009-042. In the NFAR report, please provide mass estimates <br /> of residual sorbed and dissolved contaminants, and project the time required for groundwater <br /> to achieve water quality objectives (WQOs). Provide a human health risk assessment and <br /> vapor intrusion evaluation, and address all items in the Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigations and Evaluation of Underground Tank Sites, <br /> Appendix A.
