Frontage Road
Stockton, CA 95215
The San Joaquin County Environmental Health Department (EHD) has reviewed First
Semiannual 2009 Groundwater Monitoring Report (Report) dated October 29, 2009,
prepared and submitted on your behalf by Arcadis, and has the following comments.
In the Report Arcadis recommends the addition of silica gel cleanup analysis for both total
petroleum hydrocarbons as motor oil (TPHmo) and diesel (TPHd) to the list of analyses to
be performed on groundwater samples collected from the sites groundwater monitoring
wells. The EHD has discussed the use of silica gel cleanup analyses with the Central
Valley Regional Water Quality Control Board (CVRWQCB). The EHD was informed that
this analytical method will not be accepted for evaluating diesel contamination at sites with
a potential or confirmed TPHd release. Silica gel cleanup can be used to separate polar
organics from non-polar petroleum hydrocarbons. The CVRWQCB found from work
performed at one site that if the silica gel cleanup is not performed carefully it can filter out
non-polar petroleum hydrocarbons. The CVRWQCB position is that the polar organics
may be breakdown products of petroleum hydrocarbons and may pose toxicity and/or
taste and odor problems in the water. Therefore, the EHD does not approve the use of
silica gel cleanup at this site.
If you have any questions please call Lori Duncan at (209) 468-0337.
Sincerely,
Lori Duncan, REHS Margaret Lagorio, REHS
Senior Registered Environmental Health Specialist Program Coordinator
cc: Jim Barton, CVRWQCB, 11020 Sun Center Drive #200, Rancho Cordova, CA 95670
Sherrie Lang, Arcadis, 950 Glenn Drive, Suite 125, Folsom, CA 95630
