Work Plan for Site Assessment Former Texaco Service Station Chevron Site ID 309075 September 30, 2009 Site History and Previous Investigations The site is a former Texaco service station located at 3978 South Highway 99, in Stockton, California. Currently the site is an automobile window repair shop, Low Price Auto Glass, and site features include the former Texaco service station building, dispenser islands and dispenser island canopy. V The property was reportedly operated as a Texaco service station from at least 1957 to 1973, during which time site features included two dispensers under a common canopy and five underground storage tanks (UST); one 6,300 gallon UST, one 4,000 gallon UST, two 3,987 gallon USTs and one 550 gallon UST(Advanced GeoEnvironmental [AGE] Quarterly Monitoring Report, 2007). Details regarding the removal of the USTs are unavailable. Depth-to-water measurements at the site have ranged from approximately 55.53 to 67.82 feet L' below the top of well casing. Groundwater elevations were at their highest near the start of the groundwater monitoring program, August 2006, when the only well in the monitoring well network was MW-1. Since monitoring wells MW-2, MW-3, MW-4 and MW-5 were installed v between June 16 and June 23, 2008, depth-to-water measurements appear to have declined, indicating a rise in groundwater levels. Current depth-to-water measurements at the site are approximately 56.2 feet below the top of well casing. y One domestic well, DW-1, exists approximately 15 feet north of the site property line, within the fence line. The well is believed to have been sampled only three times, between November 2005 and November 2006, inclusive. Petroleum hydrocarbon constituents were not detected in 6d any of the groundwater samples collected from DW-1 during this time (AGE Quarterly Monitoring Report, 2007). `„ In 1957, a building permit was issued for the construction of a service station. The first appraisal date was May 1958, at which time the property was assessed as an operating service station (AGE Quarterly Monitoring Report, 2007). 6' In 1971 the site was reassessed with a new 4,000 gallon low lead UST and associated piping (AGE Historical Property Use, 2007) v In 1973 the Texaco service station was noted as being closed (AGE Quarterly Monitoring Report, 2007). In 1974, appraisal records state that Texaco reported the lease as cancelled and no longer owned equipment on site. Appraisal records show the station as closed and the hoist, air compressor, air and water stations, neon sign, pumps, and USTs as personal property removed from Real Estate valuation. Definitive information regarding the disposition of the USTs has not !r been found, including information pertaining to UST removal records (AGE Quarterly Monitoring Report, 2007). V �' 1
