c. Destroy any abandoned well(s) under permit and inspection by the Environmental Health <br /> Department as required by San Joaquin County Development Title, Section 9-1115.5(e). <br /> d. The geotechnical borings for the soils report for this expansion were not permitted or inspected <br /> by the EHD. The well driller shall apply for a permit with this department for geotechnical well <br /> drilling 48 hours prior to commencing work and prior to the issuance of building permits. The <br /> well driller shall notify this department at least 48 hours before grouting takes place to schedule <br /> an inspection. Geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9-1115.3, <br /> 9-1115.4, and 9-1115.6). The fee will be based on the current schedule at the time of payment. <br /> e. All Onsite Wastewater Treatment Systems (OWTS) must comply with San Joaquin County <br /> Local Agency Management Program (LAMP) and current OWTS standards. <br /> 1. No leach line shall be under concrete, pavement, roadway or be driven over, parked on, or <br /> used as a storage area. All waste water disposal fields shall be maintained in an open area. <br /> (San Joaquin County Onsite Wastewater Treatment Systems Standards, Section 9.5.4). <br /> 2. Only domestic sewage is allowed to discharge into the OWTS. No basement, footing or <br /> surface drainage or discharge from water softener, iron filter, pool filters, or water treatment <br /> systems shall be permitted to enter any part of the OWTS (San Joaquin County OWTS <br /> Standards 1.10.1). <br /> 3. Prohibited discharges into OWTS include: automobile and garage waste, storm drainage, <br /> solvents and toxics, solids, garbage, kitchen wastewater from restaurant or bar, air <br /> conditioners, hazardous wastes, backwash, truck terminal wastes, recreational vehicle <br /> holding tank waste, industrial and manufacturing waste, and food processing wastes (San <br /> Joaquin County Development Title, Section 9-1110.7 and San Joaquin County OWTS). <br /> 4. Open, pump, and backfill any abandoned septic tank under permit and inspection by the <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 1110.3 &9-1110.4). <br /> f. If the installation of a new onsite waste water treatment system is required for the expansion, a <br /> soil suitability and nitrate loading study incorporating proposed staff, customer and all existing <br /> and proposed onsite wastewater treatment use shall be submitted to the Environmental Health <br /> Department; indicating that the area is suitable for septic system usage. The studies must be <br /> approved by the Environmental Health Department prior to issuance of a building permit. (San <br /> Joaquin County Development Title, Section 9-1105.2(d)). The fee will be based on the current <br /> schedule at the time of payment. <br /> 1. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability and Nitrate Loading Study findings (San Joaquin County Development Title, <br /> Section 9-1110.3 &9-1 1 10.4). <br /> g. Before any hazardous materials/waste can be stored or used onsite, the owner/operator must <br /> reportthe use or storage of these hazardous materials to the California Environmental Reporting <br /> System (CERS) at cers.calepa.ca.gov/ and comply with the laws and regulations for the <br /> programs listed below(based on quantity of hazardous material in some cases).The applicant <br /> may contact Muniappa Naidu,Program Coordinator,CU PA Program;at(209)468-3439 for more <br /> information. <br /> 1.
