APPLICANT: Strategic Land Planning 18362 East Highway 4 c/o David Stagnaro, AICP Stockton, CA 95215 18040 Foreman Court Linden, CA 95236 PROJECT DESCRIPTION: A Use Permit application for the expansion of an existing brining facility to be constructed in two (2) phases over six (6) years. Phase 1 is the construction of a 58,000 square-foot warehouse expansion with a 600 kW solar system on the roof. Phase 2 includes the construction of an 8,000 square-foot non-refrigerated bulk goods storage building; a 1,500 square-foot shop addition; and a 3,000 square-foot raw materials cooler. Access is via a private easement from State Route 4. The property utilizes an existing septic system, a well for water, and a retention pond. The parcel is under a Williamson Act contract. The Property is zoned AG-40 (General Agriculture, 40-acre minimum) and the General Plan designation is A/G (General Agriculture). PROJECT LOCATION: The project site is located approximately 3,500 feet from the south side of State Route 4 on a private easement. The easement is approximately 1,200 feet west of Drais Avenue, Stockton. (APN/Address: 183-140- 10/18350 East State Route 4 Highway, Stockton) (Supervisorial District: 4) ENVIRONMENTAL DETERMINATION: This is a Notice of Intent to adopt a Mitigated Negative Declaration for this project as described. San Joaquin County has determined that through the Initial Study that contains proposed mitigation measures all potentially significant effects on the environment can be reduced to a less than significant level. The Mitigated Negative Declaration and Initial Study can be viewed on the Community Development Department website at www.sjgov.org/commdev under Active Planning Applications. APPLICATION REVIEW: Recommendations and/or comments on this project must be submitted to the Community Development Department no later than May 7, 2020. Recommendations and/or comments received after that date may not be considered in staffs analysis and/or recommendation to the San Joaquin County Planning Commission for this application. NOTE TO SURROUNDING PROPERTY OWNERS: This project will be scheduled for a San Joaquin County Planning Commission hearing. Notification will be provided on the date,time, and place of the public hearing at a later date.
