APPLICANT: Strategic Land Planning <br /> 18362 East Highway 4 c/o David Stagnaro, AICP <br /> Stockton, CA 95215 18040 Foreman Court <br /> Linden, CA 95236 <br /> PROJECT DESCRIPTION: A Use Permit application for the expansion of an existing brining facility to be constructed in <br /> two (2) phases over six (6) years. Phase 1 is the construction of a 58,000 square-foot warehouse expansion with a 600 <br /> kW solar system on the roof. Phase 2 includes the construction of an 8,000 square-foot non-refrigerated bulk goods <br /> storage building; a 1,500 square-foot shop addition; and a 3,000 square-foot raw materials cooler. Access is via a private <br /> easement from State Route 4. The property utilizes an existing septic system, a well for water, and a retention pond. The <br /> parcel is under a Williamson Act contract. <br /> The Property is zoned AG-40 (General Agriculture, 40-acre minimum) and the General Plan designation is A/G (General <br /> Agriculture). <br /> PROJECT LOCATION: The project site is located approximately 3,500 feet from the south side of State Route 4 on a <br /> private easement. The easement is approximately 1,200 feet west of Drais Avenue, Stockton. (APN/Address: 183-140- <br /> 10/18350 East State Route 4 Highway, Stockton) (Supervisorial District: 4) <br /> ENVIRONMENTAL DETERMINATION: This is a Notice of Intent to adopt a Mitigated Negative Declaration for this project <br /> as described. San Joaquin County has determined that through the Initial Study that contains proposed mitigation measures <br /> all potentially significant effects on the environment can be reduced to a less than significant level. The Mitigated Negative <br /> Declaration and Initial Study can be viewed on the Community Development Department website at www.sjgov.org/commdev <br /> under Active Planning Applications. <br /> APPLICATION REVIEW: Recommendations and/or comments on this project must be submitted to the Community <br /> Development Department no later than May 7, 2020. Recommendations and/or comments received after that date may <br /> not be considered in staffs analysis and/or recommendation to the San Joaquin County Planning Commission for this <br /> application. <br /> NOTE TO SURROUNDING PROPERTY OWNERS: This project will be scheduled for a San Joaquin County Planning <br /> Commission hearing.
