The conclusions reached are discussed herewith.
Both responsible parties (RP) for the sites agreed that the plumes of the groundwater
contamination are over-lapping. It was requested that PHS-EHD evaluate and provide
oversight for these sites as having "co-mingled" groundwater plumes. PHS-EHD approved
the request and encouraged the RPs to proceed with an application to the State Water
Resources Control Board (SWRCB) Clean Up Fund (CUF) as "co-mingled" plume sites for
reimbursement of corrective action costs.
It was agreed that quarterly groundwater monitoring and reporting will continue for each site
for the Fourth Quarter -1999. A complete report is to be submitted for each site to P S-
EHD in a timely manner. Montgomery Wards is to submit Remediation Status Repons on a
quarterly basis starting with the Fourth Quarter - 1999.
Starting with the Second Quarter - 2000 and continuing until directed otherwise, both sites
will submit groundwater monitoring data in one report on a "bi-annual" schedule (June and
December).
It was also agreed that information about the operation and distribution system of the elta
College irrigation well are needed to evaluate alternatives for the continued use (well head
treatment) or water source replacement of this well. Enclosed is a copy of Montgomery
Ward's consultant's 1997 request to Delta College for information. PHS-EHD will request
that Delta College provide the information so alternatives for the well can be evaluated.
It was understood that the effects of Montgomery Ward's current active remediation system
(soil vapor extraction/air sparging) would be closely monitored with respect to the
groundwater quality at Unocal's "plume-core" area (MW-10, 11, 19S, & 19D). PHS-E
HD
requested that should data indicate that this area is unaffected by the Montgomery Ward's
A Division of San Joaquin County Health Carc Serviccs
