PUBLIC TIEALTH SECES aa f
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION °' X
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor• Stockton, CA 95202 c%Beater'
209/468-3420 FILE COP
ED KOBERSTEIN
MONTGOMERY WARD a CO INC AUG 12 1998
1331 S HARBOR BLVD
FULLERTON CA 92632
RE: Wards Auto Center SITE CODE: 2163
5400 Pacific Ave.
Stockton, CA., 95207
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) has
reviewed the July 6, 1998"Corrective Action Plan" (CAP) as submitted by Environmental Audit on
July 10, 1998 and has the following comments.
PHS-EHD concurs with your consultants conclusion that soil vapor extraction in combination wit
groundwater air sparging (SVE/AS)would be the most cost-effective method of remediation for
this site.
Clean up levels proposed in the CAP are based on an 80% reduction of the highest petroleum
contaminants ever recorded from the groundwater sampling events. This goal is not consistent
with policies established by the Central Valley Regional Water Quality Control Board (CVRWQ B)
in the Basin Plan. Porter-Cologne Water Quality Control Act states"Water quality objectives for
groundwaters designated for domestic or municipal(beneficial) use shall not contain
concentrations of chemical constituents in excess of the maximum concentration levels (MCLS)
specified in the provisions of Title 22 of the California Code of Regulations, Section 64444.5."
Your proposed groundwater clean up levels must conform to MCLS. After a diligent effort has
been made by continued SVE/AS remedial activities and the concentrations of petroleum in the
groundwater have not reach the MCLs, PHS-EHD will evaluate conclusions reached by your
consultant as to why these levels are unobtainable.
The CAP is approved with the above noted condition. Please proceed immediately to enac
the procedures in the CAP. The status of the remedial process, including a time table for the
start-up, is to be included in every Quarterly Monitoring Report submitted to PHS-EHD.
Please continue to direct your submittals to Michael Infuma and you may call him at(209) 468-
3454 should you have any questions or wish to discuss the site.
Donna Heran, REHS, Director
y
Envir nmental HealthtionU — U
Michael J.
