Infurna, Jr. OCT 01 1999
San Joaquin County Public Health Services
Environmental Health Division ENVIRONMENTAL HEALTH
304 East Weber Avenue, Third Floor PERMIT/SERVICES
Stockton, California 95202
Subject: Response to San Joaquin County Public Health Service, Environmental Health Division
Letter for the Supplemental Environmental Investigation, Former Unocal Service
Station 5098, 5606 Pacific Avenue, Stockton, California.
Mr. Infurna:
At the request of Union Oil Company of California (Unocal), Environmental Resolutions, Inc. (ERI)
has prepared this letter in response to the San Joaquin County Health Services, Environmental Health
Division (the County) letter, dated August 27, 1999, regarding the report entitled: Supplemental
Environmental Investigation (ERI, July 30, 1999) for the subject site. A copy of the County Letter is
provided in Attachment A. In the County's letter, comments were provided regarding aspects of the
site; the County's comments have been presented below in bold face type followed by the Unocal/ERI
response in standard type.
"You are hereby directed to submit a professional conclusion and recommendation section
addendum to this report that details the findings of this most recent phase of investigation and
discusses UNOCAL's plans for either further investigation or remedial/feasibility studies. Further
investigation and feasibility study plans shall include a detailed time schedule for all activities
associated with the tasks. The addendum is due at PHS-EHD by October 1, 1999..."
The addendum is submitted with this letter and includes a conclusion and recommendation section
detailing the findings of the most recent investigation, a summary of soil and groundwater
characteristics, and recommendations.
"Also missing from this report are site maps showing petroleum concentrations in "iso-
concentration contours" format. PHS-EHD was unable to locate groundwater oxygenate data for
MW-19S or 19D and HP-1 as required by PHS-EHD in the November 20, 1998 directive. Unocal
has failed to comply with directives issued by PHS-EHD. Issues related to "deep" groundwater
quality in this area have been unresolved in the past and this most recent phase of investigation
was to supply data to verify the impact and extent of the contamination from the former
underground storage tanks located at this site."
The addendum to the report will include soil and groundwater iso-concentration maps.
73 Digital Drive, Suite 100, Novato, California 94949-5791 415-382-9105 (FAX 415-382.1856)
Lake Forest • Novato • Seattle
