Unocal's continued resistance to cooperate with minimum requirements and <br /> directives issued by PHS-EHD is not appreciated and may be interpreted as irresponsible. PHS- <br /> EHD has allowed Unocal over two years to formulate the work plan for this site with the <br /> understanding that the allowance of this time would provide for a thorough plan that would allow <br /> for Unocal to complete the subsurface investigation phase and evaluate remedial alternatives. <br /> Please submit your reports and addendum as previously directed.
