ERI
ENVIRONMENTAL RESOLUTIONSf.INr., , „
January 8, 1999
ERI 227903.L10
Mr. Michael J. Infurna, Jr., Senior REHS
San Joaquin County Environmental Health Division
Public Health Services
LOP/Site Mitigation Unit IV
304 East Weber Avenue, Third floor
Stockton, California 95202
Subject: Former Unocal Station #5098, 5606 Pacific Avenue, Stockton, California.
Dear Mr. Infurna:
This letter is in response to your voice mail message of approximately 12:45 p.m. and our
subsequent telephone conversation at approximate 3:15 p.m. on Friday, January 8, 1999,
regarding the subject site. In your voice trail, you stated that drilling was requested to begin at
the above referenced site on January 5, 1999 and expressed concern that drilling did not
commence on that date. You confirmed that you had received drilling permits from
Environmental Resolutions, Inc. for the drilling activities proposed for this site. In ending the
voice mail message you wanted to know that drilling would commence on Monday.
As a follow-up to your voice mail, I left a voice mail message to you at approximately 2:30
p.m. on January 7, 1999, requesting that you return my call. You returned my call at
approximately 3:15 p.m. on the same day and we discussed in detail the process of getting
encroachment permits, drilling permits, and access to the Stone Brothers Property (formerly the
Unocal property).
As you are aware, ERI, at the request of Union Oil Company of California (Unocal) submitted
a Work Plan for additional site investigation activities (Work Plan titled: Work Plan for
Supplemental Environmental Investigation at Former Unocal Service Station 5098, 5606 Pacific
Avenue, Stockton, California, dated November 12, 1998. In a letter dated November 20, 1998,
the County disapproved the Work Plan as submitted and requested that an Addendum to the
Work Plan be submitted by December 2, 1998. This letter was not received by ERI or Unocal
until November 24, 1998, on the eve of the Thanksgiving holiday. ERI submitted a letter on
November 25, 1998 requesting an extension to the submittal date of the Addendum to the Work
Plan till December 9, 1998. As you are aware, ERI submitted the Addendum to the Work Plan
on December 9, 1998 (Addendum titled: Addendum to Work Plan for Supplemental
Environmental Investigation at Former Unocal Service Station 5098, 5606 Pacific Avenue,
Stockton, California).
74 Digital Drive, Suite 6, Novato, California 94949 415-382-9105 (FAX 415-382-1856)
Lake Forest • Novato • Seattle
