<br /> . 10 INTRODUCTION
<br />' On September 8, 2000, the California Regional Water Quality Control Board, Central Valley
<br /> Region (RWQCB) issued Cleanup and Abatement Order No 5-00-707 (the CAO) to Union Oil
<br /> Company of California (Unocal), Montgomery Ward, LLC (Wards), Surry California Limited
<br />' Partnership, and Stone Brothers and Associates General Partnership, for the properties located
<br /> at 5400 Pacific Avenue and 5606 Pacific Avenue, Stockton, California The CAO requested,
<br /> ' among other things, that the responsible parties (1) investigate and clean up petroleum
<br /> hydrocarbons released from the underground storage tank (UST) systems formerly located on
<br /> 5400 Pacific Avenue and 5606 Pacific Avenue, and stated that discharges from these two
<br />' properties have impacted ground water extracted from the Robinhood Irrigation Well (RIW)
<br /> and used by San Joaquin Delta College (SJDC) to irrigate its campus (see Figure 1) and (2)
<br /> provide SJDC with a long-term irrigation water source that meets existing design capabilities of
<br /> the impacted RIW The RIW was taken out of service by the RWQCB in August 2000, and
<br /> shall not be put back into use without prior RWQCB approval
<br />' In October 2000, Environmental Audit, Inc (EAI), on behalf of Unocal and Wards, submitted
<br /> to the RWQCB a report entitled "Work Pian for Relocation of the Delta College Irrigation
<br /> Well, CIeanup and Abatement Order No 5-00-707, Montgomery Ward Auto Service Center
<br />' and Former Unocal Site, 5400 and 5600 Pacific Avenue, Stockton, California," dated October
<br /> 18, 2000 (the "Work Plan") In a letter dated October 20, 2000, the RWQCB approved the
<br /> Work Plan and requested that the report to be submitted documenting the test boring work
<br /> include a "list of open and closed underground storage tank sites and existing water supply
<br /> wells within 2,500 feet of the proposed replacement irrigation well, and show these sites on a
<br /> map "
<br />' In December 2000, as requested by the State Water Resources Control Board, Underground
<br /> Storage Tank Cleanup Fund (UST Cleanup Fund), EAI, on behalf of Wards, submitted to the
<br />' UST Cleanup Fund a report entitled "Corrective Action Feasibility Study, Permanent Long
<br /> Term Irrigation Water Source for San Joaquin Delta College, Claimant — Montgomery Ward
<br /> Auto Service Center, 5400 Pacific Avenue, Stockton, Cleanup and Abatement Order No 5-00-
<br /> 707, UST Cleanup Fund Claim No 1760," dated December 19, 2000 The feasibility study
<br /> evaluated several corrective action alternatives available (e g , well head treatment, hook-up to
<br /> alternative water supply source and well replacement) to provide SJDC a permanent long term
<br />' irrigation water supply source The results of the feasibility study indicate well replacement as
<br /> the most cost-effective corrective action alternative
<br /> This report presents the results of the test boring work and includes information on test boring
<br /> water quality (i e , general minerals and volatile organic compounds, including fuel
<br /> oxygenates), sieve analysis, former and current UST sites and production wells within 2,500
<br /> feet of the test boring site, and proposed construction details for a new irrigation well
