City of Stockton - 6 - 13 December 2000 <br /> Pretreatment Compliance Audit <br /> compromises worker and public safety. Specific discharge prohibitions 40 CFR 403.5(b)(1) and <br /> 403.5(b)(7) limit acceptable discharges. Tire City shall immediately evaluate and report to the <br /> Regional Board how the sulfide corrosion problem is being addressed. <br /> Pursuant to 40 CFR 403.5(c),POTWs must periodically review the adequacy of local limits when the <br /> NPDES permit is revised or renewed. Additionally local limits are to be technically based. The City <br /> must continue working with Regional Board staff on local limits development. <br /> FILE REVIEW <br /> The U.S. Environmental Protection Agency(USEPA) Audit Checklist (1992, revised August 2000)was <br /> used as a guide to complete the following SN file reviews: <br /> 1. Vikron, a metal finishing/circuit boards type industry, is classified by the City as a CIU under 40 <br /> CFR 433.17. Onsite pretreatment includes a collection tank, pH adjustment, metal precipitation and <br /> flocculation, and clarification. Collected metal solids are filter-pressed and hauled to an off-site <br /> facility for recycling. The average total discharge flow is 167,564 gallons per day(gpd). This <br /> facility was inspected as part of the Audit. <br /> 2. Corn Products Company, a facility that manufactures animal feeds, cornstarch, com germ, starch and <br /> corn syrup, is classified by the City as a non-categorical SN. This facility operates on a year-round <br /> basis. Waste lube oils are removed by a private contractor. The facility is permitted to discharge up <br /> to 26 million gallons of wastewater per month. The average total discharge flow is 666,500 gpd. A <br /> Slug Discharge Control Plan could not be identified within the file by State inspectors or the ECO <br /> for this facility. This facility was inspected as part of the Audit. <br /> 3. American Sunny Food, a rice processor, is classified as a non-categorical SILT by the City. Rice is <br /> washed and dewatered. Wash water resulting from cleaning is sent to on-site pretreatment facilities <br /> to reduce BOD and TSS prior to discharge to the sewer. Pretreatment includes primary clarification, <br /> activated sludge and secondary clarification. The average total discharge flow is 18,110 gpd. <br /> 4. Sumiden Wire Products Corporation is a CIU classified by the City as an iron and steel wire and <br /> strand manufacture as identified under 40 CFR 420.95. Pickling rinse water is discharged after pH <br /> adjustment between a range of 5-9. The neutralization system includes an automated feed for caustic <br /> soda. The average total discharge flow is 43,535 gpd. <br /> 5. Delta Plating is a CN classified by the City as an existing electroplating point source under 40 CFR <br /> 413.14. Onsite pretreatment processes include collection, pH adjustment, metal precipitation, <br /> flocculation and clarification. Collected metal solids are filter-pressed and hauled to an off-site <br /> facility for recycling. The average total permitted discharge flow is 200,000 gpd. This facility was <br /> inspected as pan of the Audit. <br />
