CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION ORDER NO. 95-183 WATER RECLAMATION REQUIREMENTS FOR MARIO JACQUES AND THE CITY OF STOCKTON SAN JOAQUIN COUNTY The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds that: 1. Mario Jacques (hereafter Reclaimer) and the City of Stockton (hereafter City) are subjected to Chapter 7. Water Reclamation, Article 4. Regulation of Reclamation of the California Water Code, for a project that utilizes treated effluent from the City of Stockton Wastewater Treatment Plant (hereafter City). The irrigated property is owned by Mario Jacques. 2. The Department of Health Services (Drinking Water Program) approved the use of secondary treated wastewater for irrigation of safflower fields by the City and the Reclaimer on 27 January 1995. The correspondence described the conditions of the reclaimed wastewater use. 3. The 16 acre reclamation site is on Roberts Island adjacent to the City of Stockton wastewater treatment oxidation ponds. The wastewater is reclaimed through a secondary biological treatment system (trickling filters). The Reclaimer will manage the distribution of the reclaimed wastewater and utilize the treated effluent to surface irrigate fodder, fiber, and seed crops. The reclaimed wastewater is not disinfected when irrigated. The runoff reclaimed water is returned to the pond. 4. The reclamation site is in NW 1/4 of Section 17 , TIN , R6E, MDB&M, with surface water drainage to San Joaquin River, as shown in Attachment A, which is attached hereto and part of the Order by reference. 5. The quality of the treated effluent is described in the City's monthly self-monitoring reports. Current typical values are as follows: Biological Oxygen Demand 8.0 mg/1 Total Suspended Solids 20.0 mg/l Total Dissolved Solids 790.0 mg/( Total Nitrogen 6.0 mg/I pH 6.5 pH
