*taw ..� <br /> WASTE DISCHARGE REQUIREMENTS -7- <br /> CITY OF STOCKTON <br /> REGIONAL WATER QUALITY CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> which discharge storm water associated with industrial activity (storm water), to obtain NPDES <br /> permits and to implement Best Available Technology Economically Achievable (BAT) and Best <br /> Conventional Pollutant Control Technology (BCT) to reduce or eliminate industrial storm water <br /> pollution. <br /> 28. Regulated storm water discharges include those from facilities used in the storage, treatment, <br /> recycling, and reclamation of municipal or domestic sewage, including land dedicated to the <br /> disposal of sewage sludge that are located within the confines of the facility, with a design flow <br /> of 1 mgd or more, or required to have an approved pretreatment program under 40 CFR Part <br /> 403. Not included are farm lands, domestic gardens, or lands used for sludge management <br /> where sludge is beneficially reused and which are not physically located in the confines of the <br /> facility, or areas that are in compliance with Section 405 of the Clean Water Act (CWA). <br /> 29. The SWRCB adopted Order No. 91-13-DWQ (General Permit No. CAS000001) specifying <br /> waste discharge requirements for discharges of storm water associated with industrial activities, <br /> excluding construction activities, and requiring submittal of a Notice of Intent by industries to <br /> be covered under the permit. This Order further specified that if an individual permit is adopted <br /> for storm water runoff from a facility, then the General Permit would no longer apply. This <br /> individual permit and the provisions it contains concerning stormwater relieves the Discharger <br /> from seeking coverage under the General Permit. Since all stormwater which falls on the <br /> treatment plant site is collected and pumped to the headworks of the plant, a Storm Water <br /> Pollution Prevention Plan has not been required in this permit. <br /> Reclamation <br /> 30. The Discharger has requested to be allowed to supply chlorinated secondary treated wastewater <br /> for specific reclamation uses, including dust control and compaction by building contractors, <br /> street sweeping, and use in a local concrete batch plant to mix concrete. Wastewater is also <br /> currently being used to irrigate 13 acres of agricultural land located adjacent to the polishing <br /> ponds, pursuant to Order No. 78-229. The Discharger may request additional reclamation uses <br /> in accordance with Provision 8, so long as those uses are within the regulatory scope of this <br /> Order. <br /> 31. The California Department of Health Services has established statewide reclamation criteria in <br /> Title 22, California Code of Regulations, Section 60301, et seq. (hereafter Title 22) for the use <br /> of reclaimed water and has developed guidelines for specific uses. <br /> 32. The Board has consulted with the Department of Health Services, County Department of Public <br /> Health Services, and Mosquito Abatement District and considered their recommendations <br /> regarding public health aspects for use of reclaimed water. <br />
