WASTE DISCHARGE REQUIREMENTS -12- <br /> CITY OF STOCKTON <br /> REGIONAL WATER QUALITY CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> D. Sludge Disposal: <br /> 1. Collected screenings, sludges, and other solids removed from liquid wastes shall be disposed <br /> of in a manner that is consistent with Chapter 15, Division 3, Title 23, of the California <br /> Code of Regulations and approved by the Executive Officer. <br /> 2. Any proposed change in sludge use or disposal practice from a previously approved practice <br /> shall be reported to the Executive Officer and EPA Regional Administrator at least 90 days <br /> in advance of the change. <br /> 3. Use and disposal of sewage sludge shall comply with existing Federal and State laws and <br /> regulations, including permitting requirements and technical standards included in 40 CFR <br /> 503. <br /> If the State Water Resources Control Board and the Regional Water Quality Control Boards <br /> are given the authority to implement regulations contained in 40 CFR 503, this Order may <br /> be reopened to incorporate appropriate time schedules and technical standards. The <br /> Discharger must comply with the standards and time schedules contained in 40 CFR 503 <br /> whether or not they have been incorporated into this Order. <br /> 4. The Discharger is encouraged to comply with the State Guidance Manual issued by the <br /> Department of Health Services, titled Manual of Good Practice for Landspreading of <br /> Sewage Sludge. (for sludge reuse) <br /> 5. In accordance with Monitoring and Reporting Program No. 94-324, the Discharger shall <br /> submit a sludge disposal plan describing the annual volume of sludge generated by the plant <br /> and specifying the disposal practices. The plan must also address any stockpiled sludge <br /> from the plant, both on-site and at the Port of Stockton. <br /> E. Receiving Water Limitations: <br /> Receiving Water Limitations are site specific interpretations of water quality objectives from <br /> applicable water quality control plans. As such they are a required part of this permit. However, <br /> a receiving water condition not in conformance with the limitation is not necessarily a violation <br /> of this Order. The Board may require an investigation to determine cause and culpability prior to <br /> asserting a violation has occurred (See also Finding 18). <br /> The discharge shall not cause the following in the receiving water: <br /> 1. Oils, greases, waxes, or other materials to form a visible film or coating on the water <br /> surface or on the stream bottom. <br />
