r <br /> WASTE DISCHARGE REQUIREMENTS -2- <br /> CITY OF STOCKTON <br /> MAIN WATER QUALITY CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> 5. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento - San Joaquin Delta Basin. These requirements implement that <br /> Plan. <br /> 6. The beneficial uses of the San Joaquin River and Delta Waters are munici- <br /> pal , agricultural , and industrial supply; nonwater contact recreation; <br /> esthetic enjoyment; navigation; and preservation and enhancement of fish, <br /> wildlife and other aquatic resources. The beneficial uses of ground water <br /> are municipal , agricultural and industrial supply. <br /> 7. Effluent limitations , and toxic and pretreatment effluent standards <br /> established pursuant to Sections 208b, 301 , 302, 304, and 307 of the <br /> Federal Water Pollution Control Act and amendments thereto are applicable <br /> to the discharge. <br /> 8. The discharge from the City of Stockton Main Water Quality Control Plant is <br /> presently governed by Waste Discharge Requirements Order No. 80-115, NPDES <br /> No. CA0079138 adopted on 12 September 1980. <br /> 9. The Board has notified the Discharger and interested persons of its intent <br /> to prescribe waste discharge requirements for this discharge and has <br /> provided them with an opportunity for a public hearing and an opportunity <br /> to submit their written views and recommendations. <br /> 10. The Board, in a public meeting, heard and considered all comments per- <br /> taining to this discharge. <br /> 11. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act in accordance with Section 13389 of <br /> the Water Code. <br /> 12. This Order shall serve as a National Pollutant Discharge Elimination System <br /> permit pursuant to Section 402 of the Federal Water Pollution Control Act, <br /> or amendments thereto, and shall take effect ten days from the date of <br /> hearing, provided EPA has no objections. <br /> 13. The San Joaquin River experiences slack flows and flow reversals due to <br /> tidal action and pumping of the state and federal water projects in the <br /> vicinity of the discharge point. <br /> 14. The EPA and the Regional Board have classified this discharge as a major <br /> discharge. <br /> 15. The Discharger has developed a pretreatment program approved by the EPA. <br /> IT IS HEREBY ORDERED, that the City of Stockton Main Water Quality Control <br /> Plant, in order to meet the provisions contained in Division 7 of the California <br /> Water Code and regulations adopted thereunder, and the provisions of the Clean <br />
