Any new introduction of pollutants into the POTW from an indirect <br /> discharger that would be subject to sections 301 or 306 of the <br /> Clean Water Act if it were directly discharging those pollutants. <br /> b. Any substantial change in the volume or character of pollutants <br /> being introduced into that POTW by a source introducing pollu- <br /> tants into the POTW at the time of issuance of the permit. <br /> Adequate notice shall include information on the quality and quantity <br /> of effluent introduced into the POTW as well as any anticipated impact <br /> of the change on the quantity or quality of effluent to be discharged <br /> from the POTW. <br /> 14. By 1 June 1986, an interim technical plan shall be submitted to the <br /> Executive Officer which outlines the options available and methods <br /> which will be taken in 1986 to dispose of Stockton's sewage sludge in <br /> compliance with CAC Title 23, Chapter 3, Subchapter 15. By i January <br /> 1986, the final plan shall be submitted which describes handling and <br /> disposal methods for the next 20 years. <br /> 15. Continuous pH monitoring and continuous residual chlorine monitoring <br /> shall be implemented by 1 December 1986. <br /> 16. The Discharger will be required to contribute to the cost of purchase, <br /> installation, calibration, operation and maintenance of a flow meter <br /> which accurately reflects the flow in the San Joaquin River at the <br /> point of discharge. <br /> 17. An effluent toxicity program shall be implemented by 1 September 1986 <br /> which consists of the following tasks: <br /> a. During the months of September 1986, December 1986, March 1987, <br /> and June 1987 grab samples shall be taken once weekly at the <br /> influent to pond #4 for static chronic toxicity tests. These <br /> tests shall be conducted using three test species according to <br /> EPA 600/4-85-014. The most sensitive of these species will be <br /> selected to be the test species for the weekly chronic toxicity <br /> tests. <br /> b. Continuous flow through toxicity testing on the effluent which is <br /> discharged to the San Joaquin River shall be implemented ac- <br /> cording to EPA 600/4-85-013. During the time period 1 September <br /> 1986 - 31 August 1987 , two test species will be used, with the <br /> approval of the Executive Officer. The most sensitive of these <br /> species will be selected as the test species. <br /> C. Monthly and quarterly results of a and b above shall be reported <br /> to the Executive Officer with the monthly monitoring report. <br />
