INFORMATION SHEET <br /> CITY OF STOCKTON <br /> MAIN WATER QUALITY CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> The City of Stockton Main Water Quality Control Plant accepts domestic and <br /> industrial wastes from the city and adjacent county areas. The plants uses a <br /> trickling filter process and post-secondary treatment consisting of 640 acres of <br /> polishing ponds , dissolved air flotation and multi -media filtration. The <br /> disinfected, dechlorinated effluent is discharged to the San Joaquin River. The <br /> plant is designed to treat an average flow of 58 mgd. <br /> During the summer when canneries contribute large volumes of high BOO waste to <br /> the plant, the flows in the San Joaquin River are at their lowest. Due to the <br /> low river flows , other industrial discharges to the plant, and Stockton's past <br /> problems with residual chlorine and pH in the effluent, this permit imposes much <br /> more comprehensive bioassay and specific chemical monitoring. The permit limits <br /> for BOD and suspended matter vary with the river flow and Dissolved Oxygen <br /> levels. <br /> The sludge disposal facilities at the plant are at or near capacity. For this <br /> reason, the permit requires that Stockton submit a plan for future sludge <br /> disposal which complies with current regulations. <br /> DTW:Jec <br />
