*40 <br /> ITEM: 3 <br /> SUBJECT: City of Stockton, San Joaquin County - Consideration of <br /> Civil Administrative Liability <br /> REPORT: On 19 and 20 June, the City of Stockton violated its waste <br /> discharge requirements by discharging 25 million gallons of <br /> a low pH effluent containing high levels of residual <br /> chlorine into the San Joaquin River. This violation caused <br /> the death of approximately 5,000 fish. Stockton' s dis- <br /> charge made up over two-thirds of the entire river flow <br /> during this period. The staff report describes the <br /> violations and the events leading to them. <br /> In July, the Executive Officer issued a complaint proposing <br /> that Stockton pay an administrative civil liability. <br /> Stockton requested a public hearing be held for the Board <br /> to consider the matter. <br /> RECOMMENDATION: Adopt the proposed order requiring Stockton to pay $50,000 <br /> to the Cleanup and Abatement Fund. <br />
